User Tool Issues

I have an ongoing issue with User Tools. Tools are often randomly duplicated and given strange titles (either in other languages, outright code or gibberish,  or titles from other resources I have like "NASB 2020" or phrases like " - show less.") This happens despite these tools not being opened or being used. I use Accordance 13.3.3 on Windows 10 and Mac OS 12.4, as well as occasionally on iOS devices. Is this a sync issue with Dropbox or something else. I can't seem to find any direction to remedy the problem.
