Outline mistake

I seem to stumble upon a number of oddities in the last few days. Well here is another one, in the outlines prepared by Oaktree and supplied in the starter edition, the outline given for Mark is inconsistent:

Now if one decides to head the Galilean ministry under II, should not, for consistency's sake, points C. and D. be III. and IV. instead?
