Atlas: Include atlas related items (Especially User layers) in new syncing system

Since I was working with the Atlas on both my Macbook and the office Windows machine today, I remembered that I've run into frustrations before with user layers and user settings in the Atlas not syncing between machines.  It would be really helpful for those things to sync.

 

Here's one use-case.  I do most of my work on my MacBook, both because I prefer Macs and because it's portable.  But the Windows machine at work has a much larger screen.  It would be wonderful to be able to create a user layer on my Macbook when I'm working from home or the coffee shop, but then be able to use it on the Windows machine so that I could be better resolution/a larger area of the map when I want to take a screen shot of said map.
