Cellular iPad syncing strangeness

I have a cell/wifi iPad Pro and live in Eastern Africa. Recently my SIM cards have been deactivated due to visa issues. The sim in my iPad was off for about 2 weeks. During that time, I noticed that focus status was not syncing. Also during this time, I've operated nearly 24/7 on very decent wifi; enough to sync everything else iCloud related. Today, the sim in my iPad was finally re-activated and, just like that, focus status began syncing again. I am sure this can't be a matter of cellular but must be an issue of connectivity. But, as I said, everything else on the iPad (not to mention phone and mpb) has all worked as normal. Anybody got any ideas on this?

It might be because Focus Status is tied to iMessage?

Since there are non-cellular iPads (that's all my family owns now), theoretically it should work on cellular or Wi-Fi, but this is Apple we're talking about. 🙂
