In Google docs, copy-as-citation produces no citation, not even as a footnote. In Word 2013, copy-as-citation produces the citation in a footnote - see screenshot below. But copying as citation ought to produce a citation when pasted anywhere. So even if it's an old bug, it should be fixed.
