How do I set up commentary as a user tool that "locks" with the bible text?

Hi

 

I am preparing my own commentaries, and would like to use the User Tool function for the commentary. I want to be able to set up the commentary like that of Jamieson, Fausset, Brown, that as you scroll through the bible text, the commentary would automatically scroll.

 

I know that using User Notes would work easily, however, is there a way to re-create the same function like that of Jamieson, Fausset, Brown?
