"Where is the file 'Time data'?"; and sticky buttons

1. When I open a new window, often a window opens first asking "Where is the file 'Time data'?" I then have to click "cancel" twice for the window to close completely.

2. Often, when I select an item in a Hebrew Construct window, the image of the item's button (e.g., a LEX button)  "sticks" to my cursor and can't be shaken. (I can't figure out a way to capture this in a screenshot.)

 

I'd appreciate help with both problems.

I think both these bugs are fixed in 13.1.2.  Are you already running 13.1.2?
