Catalina 10.15.3

I think there is some sort of problem with MacOS 10.15.3.  I am frequently finding my windows going slightly off-screen.  Sometimes half the menu bar is missing until I move my curser to top of the screen.  Same issue with the bottom of a window being below the screen.  Anyone else seeing this?  

 

I see the issue in Accordance, Safari, and other applications.  Not running in full-screen mode, but where the window fills the screen from menu bar to the bottom.  The sides of the window also sometimes go off screen.
