Click to open library in popover just adds bar next to icon

Hi ya,

 

  Acc 13.0.4

  Win 10

 

  I have the library set to open in the workspace. If I hold the shift key to open it as a popover all the library does not open and a vertical line appears next to the library icon in the toolbar. Each attempt adds one such line.  See image below after several attempts.
