PDF Import mangles single quotation marks

I did a test from the same exact MS Word (fully computerized) document.  When importing it as HTML, the quotations marks appear properly (though, on another note, every single paragraph is quadruple spaced apart, which is annoying).

 

But when I import this same doc as a PDF import (spacing is better than HTML; thank you) but look what happens to the quotation marks (see attached please).
