I think the picture will speak for itself, but why did I get the results I got given the search criteria?

I think the answer is that the exact reference search is really for finding references within the content , i.e. in the Scripture field. When you search the Reference field the exact search is being overridden by the feature which goes to the closest previous reference if the verse is not found. The reason for this is that so many commentaries combine their comments on a section so we automatically display the section that possibly relates to your verse.
