[NOUN properName]@[COUNT 70-7000] does not get all proper names, but it looks for lemmas that occur from 70 to 7000 times, and shows or finds only those that are tagged as Noun Proper Name. Thus it does include words which occur mainly as common nouns and rarely as proper names. There is no way to find what you want directly, but if you search for all proper names, and set the list in the Analysis to count down, you can copy the list and edit it to remove the ones that occur less than 70 times.
