I bought the starter 11 version to upgrade my existing 10 installation. Perhaps it's not included? But oddly enough I also can't do the "paid" free upgrade to my Anchor Commentary set from 1 to 1.2 either. The application doesn't let me check the box for some reason. To obtain the free Anchor NT update, you have to delete the old module (select it in your library and use the gear icon at the bottom to select delete) and then you my download version 1.2 but be forewarned: if you have an early version 1.0 with Matthew, you will lose Matthew (it is not in version 1.2).
