Does Syncing with Mobile Devices Delete Modules, Tools, Notes, etc. on synced device?

Let's say device A has modules X and Y. Also that device B has module Z. Does syncing make it so both devices have X, Y, and Z, or that one or the other has only the modules of the other?

I think it's one-way, and it doesn't delete anything. I think that's what Helen told me years ago.
