ANF and NPNF are, but since they aren’t tagged with page numbers (though they could be if they were rebuilt from the CCEL ThML), there’s no way to automatically link the references. ACT has newer translations of some sources, but since it came later, ACCS doesn’t cite it. In general, the only way to link to a source would be by divisions like book, chapter, and section, but Tools usually aren’t tagged that way. So you’re left with the patristic Texts as the only thing that Oaktree could automatically add links to, and that would only cover a small fraction of the sources cited. Addendum: what you can do is add ACT, the Augustine Commentary, or the Chrysostom Commentary as a parallel. In some cases that’s an easy way to find the passage.
