Two Hebrew words are translated to the English "needlework" and thus ID for "needlework" shows two tags. INTER only constrains the permitted words not that they must be present, thus it has no effect on this. From the doc : A positive INTER item specifies which words can intervene between connected elements, though these words need not necessarily be present. So I don't know if there might be refinements that could be made but I guess it is working pretty much correctly albeit a little unexpectedly.
