Several Highlight key shortcuts fail

One example is F, whether with or without shift.  Here's a video demonstrating the failure:

 

 

This was a problem in version 13 as well.  I use highlights extensively, so it can be quite frustrating that they don't work properly. 

 

As you can see from the video, instead of triggering the highlight, the cursor is moved into the research search field, even though shortcuts are defined in the highlight configuration window.
