Unable to complete installation of 13.2.1

I am trying to install 13.2.1 on a newly installed Windows 10 Home 21H1.  The installation appears to complete but when it starts, nothing happened.  After trying to run it again, got the error that Accordance crashed.  Clicking either Yes or No does not appear to do anything.  A look at task manager will show Accordance (32 bit) running in the background.

Try starting Accordance in Safe Mode. If it starts, consider Removing Startup Session, and Removing 'General' Settings as described on that same page.

Here's 13.1.7: http://accordancefiles1.com/products/Accordance13.1.7.exe

I tested 13.2.2 on windows with a newly created lite mode account, and it seemed to work as expected.  How long did you wait on the easy install to load before giving up?

I have tried this as well, it is not loading, the easy install is not loading, I don't know what's wrong with my laptop, I have waited for up to 30 minutes it is not loading.
