Creating a new stack

From what I can tell, the way to create a new stack is to hold on to the "add to stack" button until create a new stack appears. I would really appreciate a toolbar button specifically for creating a new stack. Also, once in the stack, if I click on the tab, the dropdown list does not have any apparent way to create a new stack in addition to the one that I am using. The dropdown list that has previously created stacks to open also needs the option of create a new stack.
