“Print” unavailable from the shortcut menu in half the library pane

When I right-click in the Library Pane in the “Texts” section, the option “Print” is available from the shortcut menu. 

When I right-click in the Library Pane in the “Tools” section, the option “Print” is not available from the shortcut menu, even though it is from the “File” menu at the top of the screen.
