Missing System-wide Keyboard Command

I'm finding it incredibly useful to toggle full-screen in all my apps using ^ ⌘ F (Ctrl, Cmd, F). That works in nearly every app I've tried except Accordance. I can't figure out yet why not (I haven't found any conflicting shortcuts so far) but I'd love to see it happen if it's possible. Once it's muscle memory it's a little jarring to hit an app where it doesn't work.
