Hi Robert,

If you have already analyzed מלאה הארץ דעה את יהוה , would you be willing to share it before Isaiah comes out?

Thanks either way.

It's a כי adjunct clause, with a split predicate, the verb מלאה having been raised over the subject הארץ. The verb מלא is here bivalent (though it may have originated as a stative, monovalent verb, it developed a bivalent entry in the Qal). The word דעה is a rare form infinitive, which takes the את יהוה as its complement. The following כ-PP is an adjunct and the prepositional complement is not simply the noun מים, but the whole ("small") clause, "waters are coverings for the sea". Note that מכסים should be taken as a plural noun, not a participle.
