I have a couple questions about importing html user tools:

 

1. Is it possible to get images in a user tool?

 

2. How can Greek/Hebrew text be imported correctly as Greek/Hebrew from an html document, if it's possible at all?

My memory is that neither of these are possible. You could use Joe Weaks' tip and put a link to the image in the User Tool and then using the "Open URL" in the Services Menu as a work around, though. (He made a nifty applescript to grab the correct url, too). See this thread.

 

I don't know a solution to the Greek and Hebrew dilemma. A while back I tried shifting all the Greek to Helena before import, but Accordance doesn't check for Font tags when importing HTML. (Unless something's changed; see this post)
