Cannot start Accordance after fresh Windows installation

Windows 8.1 x64 German, Accordance 10.4.1

I can't login after I reinstalled Windows and Accordance using an account that previously worked.

The error message (when clicking on Continue) is in German and says something like "Character sets are available for download on our website. Be sure ..." the rest is not visible in the Error window.

It's a different hardware, but that shouldn't be an issue.
